My office has an opening for a Policy Analyst Position at the U.S.  
Department of Education.  We are looking for someone in the GS-9 to  
GS-13 range who is either a current or former PMF.  The position has  
not been posted on USA jobs.  I have been working here for two months  
and could not be happier with my choice.  The staff here is capable,  
smart, and friendly, and includes lots of PMFs and former PMFs.  This  
really is an interesting and engaging place to work (something most

Policy Analyst Position at the U.S. Department of Education, Office of  
Planning, Evaluation, and Policy Development/Budget Service/Division  
of Special Education, Rehabilitation, Research and Postsecondary  
Analysis
Position involves working as part of a staff of 11 policy analysts who  
handle development and presentation of the budget for some 70 Federal  
education programs. Responsibilities include: developing budget  
materials for assigned programs; analyzing legislation, regulations,  
and other policy documents; identifying issues relating to policy and  
program operations, including the use of funds and program  
performance. The analyst will: (1) draft portions of the annual budget  
submission to OMB and the President’s budget justification to  
Congress; (2) participate in assessing the performance of assigned  
programs, including work relating to developing and implementing  
performance and efficiency measures; (3) assist with the development  
of legislative options and specifications for bills and analysis of  
legislative proposals pending before the Congress; (4) participate in  
activities related to grant-making for education programs, including  
the preparation of formula allocations, the development of program  
priorities for grant competitions, and the analysis of spending plans  
for education programs; (5) interact with other Department of  
Education staff and OMB staff on budget, legislative, regulatory, and  
program operations issues. Candidates should be highly motivated, have  
sharp analytical (including quantitative) skills, be self-starters,  
detail-oriented, and have strong interpersonal, organizational, time- 
management, as well as written and oral communication skills.  The  
analyst would be provided with progressive responsibility and would  
work on a portfolio of programs, which would include Special Education  
programs that benefit children with disabilities.  This is a permanent  
position.

NAVAL WAR COLLEGE

The Strategic Research Department of the Naval War College is seeking  
to fill one research professorship at the assistant or associate level  
with a specialist in national security affairs. Applicants for the  
position can be national security generalists but should possess a  
functional expertise in a specific field such as military strategy,  
terrorism, proliferation, insurgency, or force planning.  Experience  
in, or an interest in learning about, naval and maritime issues is a  
plus as is a specific regional or country focus.   We are especially  
interested in regional expertise in the Greater Middle East, Europe,  
Latin America or Africa.

Essential qualifications include an advanced degree – preferably a  
Ph.D. -- in national security affairs, international relations, the  
decision sciences, or a related social science field; expertise in  
policy analysis with emphasis on US national security; the ability to  
produce high quality results under tight deadlines; an ability for  
identifying the high-leverage issues embedded in complex problems,  
familiarity with science and technology, ability to work effectively  
with senior leaders in the military, academia, and the private sector;  
a commitment to collaboration and teamwork; and outstanding  
communications skills. Other desirable qualifications include  
experience as a practitioner working with Navy, the other military  
services, DoD, or other agencies involved in national security,  
knowledge of strategic/operational analysis and planning, and  
experience teaching. Candidates must be willing to teach or co-teach  
courses at the graduate level as required.

The Strategic Research Department is located with the Center for Naval  
Warfare Studies, the research arm of the Naval War College.  It  
provides focused research and analysis to senior decision makers on  
international security issues at the strategic and operational levels.  
The department’s functions are (1) to provide analytic support on  
contemporary national security issues; (2) to help define the roles,  
missions and capabilities of the future U.S. Navy and (3) to help  
educate the future leaders of the U.S. Navy, the U.S. armed services,  
and the national security community.

Starting rank will depend upon qualifications and experience.  The  
desired starting date is 2 January 2009, although the Department has  
flexibility to delay start date if necessary.  This position requires  
a secret security clearance or ability to obtain a secret  
clearance.. .  Candidates should submit a curriculum vitae or  
professional resume; three letters of recommendation; and a short
