Salary Range: $111,676 - $154,600 (Maximum
base salary limit may be increased to $168,000 when the Department’s
Senior Executive Service performance management system is certified
for 2007 by OPM and OMB).

The Bureau of Economic Analysis (BEA) is seeking a highly motivated
individual to serve as the Chief Information Officer. This position
is a Senior Executive Service (SES) career-reserved position.
Positions in the SES are not graded. SES pay is commensurate with
qualifications. SES employees are eligible for bonuses and awards
based on performance. Veteran’s preference is not applicable to SES.
BEA, a principal Federal statistical agency, promotes a better
understanding of the U.S. economy by providing the Nation with
timely, relevant, and accurate economic accounts data in an objective
and cost-effective manner. BEA’s national, industry, regional, and
international economic accounts present information on key issues
such as U.S. economic growth, regional economic development, inter-
industry relationships, and the Nation’s position in the world
economy. Some of the widely used statistical measures produced by
BEA include gross domestic product (GDP), personal income and
outlays, corporate profits, gross state product, balance of payments,
and GDP by industry. These statistics are used by Federal, state,
and local governments for budget development and projections; by the
Federal Reserve for monetary policy; by the business sector for
planning and investment purposes; and by the American public to
follow and understand the performance of the Nation’s economy. BEA’s
strategic vision is to remain the world’s most respected producer of
economic accounts.
MAJOR DUTIES: As the CIO for BEA, the incumbent will serve as the
principal adviser to BEA leadership on overall information resources/
systems management, and will strive to improve the operations and
service delivery of BEA programs through the effective use of IT.
The CIO is responsible for:
Leading BEA in the effective management of
information resources by advocating cross-organizational program
process improvements; ensuring program processes are modified to take
full advantage of IT solutions; developing and promoting standards-
based IT; enabling cost-efficient and effective use of IT; and,
exercising principles of effective IT capital planning and investment
control (CPIC).
Promoting and shaping an effective strategic and
operational IT planning process that integrates the budget process,
implements priorities established by BEA and fully integrates BEA’s
and the Department’s strategic plans. The CIO will encourage and
enforce viable IT strategies/operations through participation in the
program systems planning process as an agent for change, and will
support the strategic information resources plan. The incumbent will
ensure that IT projects included in the IT strategic and operating
plans support the business needs of BEA and are prepared in
accordance with Departmental and OMB guidance.
Developing, issuing, monitoring and enforcing
compliance with policies, guidance and standards applicable to all IT
hardware, software and telecommunications in BEA.
Advising BEA leadership, in partnership with other
senior managers, to promote innovative uses of technology and
facilitate management access to needed information resources.
Providing oversight to ensure information and
records are properly managed; i.e., information is collected only as
needed, protected from those who would destroy or abuse it, readily
accessible to those who need it, and quickly disseminated to those
who plan to use or contributed to it.
Working with BEA management to ensure the conduct
of IT processes is timely, cost-effective, in accordance with all
applicable statutes, regulations and policies, and provides the best
available capability consistent with requirements and within
available budget resources.
Supporting research, development and engineering
efforts needed to define IT alternatives that can improve operations
and customer service, as well as keeping current with user
requirements and customer satisfaction concerning products and services.
Promoting shared development for common Federal
processes, interoperability, and sharing of information by
participating as a member of the CIO Council.
QUALIFICATIONS REQUIRED:
Basic Education Requirements: There are no education requirements for
this position.

HOW YOU WILL BE EVALUATED:
Executive Core Qualifications and Professional and Technical
Qualifications: Applicants are required to
submit a separate statement addressing each of the Executive Core
Qualifications (ECQs) and each of the
Professional and Technical Qualifications (PTQs).
A narrative description of 1-2 pages per ECQ and PTQ is normally
sufficient. When addressing the ECQs and
PTQs, statements that describe personal beliefs or philosophies
should be avoided. Each response should
include a brief summary of the applicant’s executive experience in
relation to the specific ECQ and PTQ and
specific examples of accomplishments. Please review the complete

Applicants will be evaluated on the basis of the quality and extent
of total accomplishments, experience, and
education they possess. All applicants must meet the mandatory ECQs
to be eligible for further consideration,
and must provide detailed evidence of how they meet the additional
PTQs for this position. Applicants must
show that they possess the required experience, knowledge, skills,
and abilities, and must show how and when
they were used. This evidence must include clear, concise examples
that demonstrate the level of
accomplishment and degree of responsibility.

1. Demonstrated ability to manage large IT projects. This includes
the ability to supervise, monitor, and
evaluate projects; evaluate IT investments and provide accountability
for how the financial resources are used;
and includes direct experience with Business Process Reengineering
and problem solving related to complex IT
systems.
2. Demonstrated experience with key technical issues in mainframe
and distributed computing systems,
software engineering, networks and telecommunications, systems
integration, emerging technologies,
technology architectures, outsourcing systems development and
contract management, building and facilities
requirements; and making transitions between legacy mainframe and
client-server environments.
3. Demonstrated experience and understanding used in applying rules
and regulations as well as experience
with IT that may include a background in the Federal, state and local
government, a nonprofit organization, or
the private sector.
4. Demonstrated experience with IT security and with implementing
the requirements of the Federal
Information Security Management Act (FISMA).

WHAT TO EXPECT NEXT:
A panel of senior executives will distinguish the best qualified
candidates from other applicants based on a review of each
applicant’s ECQs, as appropriate, and PTQs. Failure to meet all
qualifications automatically disqualifies an applicant. Eligibility
for this position will be based upon a clear showing that the
applicant has experience of the scope and quality sufficient to
effectively carry out the assignments of the position. Persons
tentatively selected for appointment to SES positions must have their
ECQs approved by the Office of Personnel Management (OPM).
