The Census Bureau has asked PMAG to forward the following vacancy  
announcement to the PMI/F community:

Attracting diverse highly qualified candidates to be considered for  
executive level vacancies is a high priority for the
U. S. Census Bureau.  Accordingly, we are expanding our outreach  
efforts by providing information on current vacancies to Presidential  
Management Intern Alumni Group members.  Please share the attached  
vacancy announcement for the position of Chief, Budget Division with

Salary Range:                        $111,676 - $154,600 (Maximum  
base salary limit may be increased to $168,000 when the Department’s  
Senior Executive Service performance management system is certified  
for 2007 by OPM and OMB).

The U.S. Census Bureau is seeking a highly motivated individual to  
serve as the Chief, Budget Division.  This position is a Senior  
Executive Service (SES) career-reserved position. Positions in the  
SES are not graded.  SES pay is commensurate with qualifications.   
SES employees are eligible for bonuses and awards based on  
performance.  Veteran’s preference is not applicable to SES.



MAJOR DUTIES:



The incumbent serves as Chief of the Budget Division, U.S. Census  
Bureau, and is recognized as the technical authority on matters of  
Bureau budgetary policies, laws and regulations.  Chief, Budget  
Division is vested with full authority and responsibility for  
assuring compliance with all governing laws and regulations.



The Budget Division is responsible for directing and managing all  
phases of budgetary operations for the U. S. Census Bureau.  This  
encompasses the accomplishment of single and multi-year planning,  
formulation, execution, control, and review of the Bureau's single  
and no-year appropriations, single and multi-year reimbursable and  
trust fund accounts, common service cost collection and regular  
interfund operations.  Major duties include the direction of multi- 
year budget planning, formulation, and presentation of budget  
requests, forecasting and execution of the annual operating budget,  
program budget review and evaluation, determination and expression of  
Bureau budget policy, the work funding authorization process, and  
expert advisory support to executive staff and program management.



The incumbent is responsible for applying the principles of Equal

HOW YOU WILL BE EVALUATED:

Executive Core Qualifications and Professional and Technical  
Qualifications: In order to be considered for the position,  
applicants are required to submit a separate statement addressing  
each of the Executive Core Qualifications (ECQs) and each of the  
Professional and Technical Qualifications (PTQs).  Each ECQ and PTQ  
must be addressed as a separate statement.  A narrative description  
of 1-2 pages per ECQ and PTQ is normally sufficient.   When  
addressing the ECQs and PTQs, statements that describe personal  
beliefs or philosophies should be avoided.  Each response should  
include a brief summary of the applicant’s executive experience in  
relation to the specific ECQ and PTQ and specific examples of

Applicants will be evaluated on the basis of the quality and extent  
of total accomplishments, experience, and education they possess.   
All applicants must meet the mandatory ECQs to be eligible for  
further consideration, and must provide detailed evidence of how they  
meet the additional PTQs for this position.  Applicants must show  
that they possess the required experience, knowledge, skills, and  
abilities, and must show how and when they were used.  This evidence  
must include clear, concise examples that demonstrate the level of  
accomplishment and degree of responsibility.

Executive Core Qualifications:

ECQ 2 - Leading People: This core qualification involves the ability  
to lead people toward meeting the organization’s vision, mission, and  
goals.  Inherent to this ECQ is the ability to provide an inclusive

cooperation and teamwork, and supports constructive resolution of  
conflicts.

Conflict Management - Encourages creative tension and differences of  
opinions.  Anticipates and takes steps to prevent counter-productive

These competencies are the foundation for success in each of the  
Executive Core Qualifications.

Professional and Technical Qualifications:

1.  Experience which demonstrates expert knowledge of budget  
formulation and execution regulations, policies, and guidelines  
within a large complex organization.

2.  Experience and knowledge which demonstrates the ability to  
prepare, present, and defend a multi-million dollar agency budget and  
direct a system of controls for the resource allocation and  
expenditure control process.

3.  Demonstrated ability to support financial management system goals  
and budget projects in order to correlate the program work at all  
levels with the budget formulation, presentation, and execution process.

WHAT TO EXPECT NEXT:

A panel of senior executives will distinguish the best qualified  
candidates from other applicants based on a review of each  
applicant’s ECQs, as appropriate, and PTQs.  Failure to meet all  
qualifications automatically disqualifies an applicant.  Eligibility  
for this position will be based upon a clear showing that the  
applicant has experience of the scope and quality sufficient to  
effectively carry out the assignments of the position.  Persons  
tentatively selected for appointment to SES positions must have their  
ECQs approved by the Office of Personnel Management (OPM).
