MAJOR DUTIES:
The Chief, DSD is responsible for the survey development, collection
methods, and compilation of data for the
labor force, employment, and unemployment statistics program of the
Current Population Survey (CPS)
conducted jointly with the Department of Labor (DOL). The incumbent
must address challenges in formulating
policy decisions, carrying out negotiations, foreseeing requirements,
and developing and adopting new
techniques for increasing the adequacy, efficiency, and output of the
division. The incumbent is responsible for
developing survey procedures, and collection methods and for
compilation of special and ongoing surveys
based on the subject matter proposals developed by the Census Bureau
units concerned with demographic
statistics. The incumbent oversees the conduct of experimental studies
on concepts, questions, and procedures
for census and current statistics planning purposes. The Chief, DSD is
responsible for evaluating the adequacy
of Census Bureau facilities for conducting demographic surveys in the
light of the demand and need for such
programs. Recommends to the expansions and changes as may be needed
and arranges for their development.
The Chief, DSD evaluates the feasibility and appropriateness of
proposed demographic surveys and advises on
concepts, definitions, collection and compilation techniques,
presentation devices, limitations of data, etc., in
the light of availability of funds and Census Bureau resources. The
incumbent is responsible for a continuous
research program for development of new or improved survey procedures
and compilation methods in the
demographic surveys field, and for advising other agencies and outside
groups, on request, on such matters in
connection with their work. The incumbent represents the Bureau with
the media to explain the methods and
procedures used in DSD surveys and interpret the results.
The incumbent is responsible for applying the principles of Equal

QUALIFICATIONS REQUIRED:
Executive Core Qualifications and Professional and Technical

Professional and Technical Qualifications:
1. 1530 Series- A degree that included 15 semester hours in statistics
(or in mathematics and statistics, provided
at least 6 semester hours were in statistics), and 9 additional
semester hours in one or more of the following:
physical, biological, or statistical sciences, medicine, education, or
engineering; or in the social sciences
including demography, history, economics, social welfare, geography,
international relations, social or cultural
anthropology, health sociology, political science, public
administration, psychology, etc. OR a combination of
education and experience--courses as shown above, plus appropriate
experience or additional education. That
experience should have included a full range of professional
statistical work such as (a) sampling, (b) collecting,
computing, and analyzing statistical data, and (c) applying statistical
techniques such as measurement of central
tendency, dispersion, skewness, sampling error, simple and multiple
correlation, analysis of variance, and tests
of significance. (List degree and/or course information only.) OR
1529 Series- A degree that included 24 semester hours of mathematics
and statistics, of which at least 12
semester hours were in mathematics and 6 semester hours were in
statistics OR a combination of education and
experience--at least 24 semester hours of mathematics and statistics,
including at least 12 hours in mathematics
and 6 hours in statistics, plus appropriate experience or additional
education. Courses acceptable toward
meeting the mathematics course requirement above must have included at
least four of the following:
differential calculus, integral calculus, advanced calculus, theory of
equations, vector analysis, advanced
algebra, linear algebra, mathematical logic, differential equations, or
any other advanced course in mathematics
for which one of these was a prerequisite. Courses in mathematical
statistics or probability theory with a
prerequisite of elementary calculus or more advanced courses will be
accepted toward meeting the mathematics
requirements, with the provision that the same course cannot be counted
toward both the mathematics and the
statistics requirement. The experience offered in combination with
educational courses should include evidence
of statistical work such as (a) sampling, (b) collecting, computing,
and analyzing statistical data, and (c)
applying known statistical techniques to data such as measurement of
central tendency, dispersion, skewness,
sampling error, simple and multiple correlation, analysis of variance,
and tests of significance. (List degree

2. Experience that demonstrates knowledge of statistical survey
methodology, data collection methodology, and
data capture and computer processing systems sufficient to manage the
Census Bureau's current and special
survey programs.
3. Experience that demonstrates knowledge of the statistical needs of a
broad range of data users including
government policy makers, statistical agencies (such as the Bureau of
Economic Analysis and the Bureau of
Labor Statistics), and private industry.
Background and/or Security Investigation required.

analytical research and preparing special
analytical and interpretive reports, monographs, and special studies;
