The Department of Justice would like to bring the following vacancy to
the attention of PMI/F alums:
The Tax Division of the U.S. Department of Justice is seeking a
Management and Program Analyst, GS-343. Presidential Management Fellows
eligible for non-competitive conversion are encouraged to apply. Full
performance level is the GS-14.
The position is located in the Office of Management and Planning (OMP)
of the 0ffice of Management and Administration within the Tax Division.
At the full performance level of this position, the incumbent is
responsible for coordinating, planning, documentation, and
implementation of a variety of administrative programs including the
Division's IT security policies, performance management reporting, the
internal controls program, and documentation of administrative
procedures and associated software applications. He or she serves as a
project management for software applications and personally conducts
complex analyses of Division operational and administrative activities
to support management decision making, to support legal activities, to
respond to external ad hoc and recurring reporting requirements, and to
support a variety of administrative and management functions, including
strategic planning, evaluation and assessment activities, performance
measurement, and budget formulation and presentation. He or she
participates in the development of tactical and strategic plans.
Analyzes and evaluates the goals and strategies submitted in program
activity plans for effectiveness in achieving short term and long term
objectives, and recommends modifications to such plans. He or she will
also perform other duties as assigned.

Qualifications Required: Applicants must have one year of specialized
experience equivalent to the next lower grade level. Specialized
experience is experience that has equipped the applicant with the
particular knowledge, skills, and abilities to perform successfully the
duties of the position, and that is typically in or related to the work
of the position to be filled. Status applicants must also meet
time-in-grade requirements and time after competitive appointment
requirements by the closing date of this announcement.

Knowledge, Skills and Abilities (KSAs)
1. Demonstrated knowledge of strategic planning and program performance
management tools, such as GPRA, OMB Circular No. A-123, and FMFIA
(Federal Manager's Financial Integrity Act).
2. Demonstrated skill in coordinating planning, documentation and
implementation of new organization-wide administrative programs (e.g.,
IT security program, performance management program).
3. Demonstrated skill in complex written and oral communications in
performing administrative analysis work.
4. Demonstrated ability to conceive, develop, and implement short and
long-term programs and projects.
