CAREER TRANSITION ASSISTANCE PROGRAM (ICTAP).
DUTIES: The mission of the Office of Public Affairs of the International
Broadcasting Bureau (IBB) is to present information to the media and
public on the mission and effectiveness of the agencys component
broadcasters, principally the Voice of America (VOA). The VOAs new
visitor facility will be a critical vehicle for presenting this
information.
The incumbent serves as manager of and principal publicist for the VOA
visitor facility, its Studio Tour and accompanying public programs.
Devises and implements media plan designed to make the visitor facility
an active venue for outreach to the public, the media and Congressional
staff; including researching and writing press releases, fact sheets,
advertising copy, the VOA Studio Tour script, etc.; planning press
packets and overseeing design/printing of special materials; using oral,
written and web-based presentations.
Maintains active liaison with and makes oral presentations to the D.C.
Convention and Visitors Bureau, Congressional offices, local hotels,
tour operators, etc. Maintains cooperative relationships with a wide
spectrum of local, national and Washington-based international media,
keeping them informed of activities in VOAs visitor facility and
learning about their individual interests in subjects to cover on a
regular basis. Actively seeks new press contacts, introducing them to
VOA and asking them to incorporate material about VOA in their reporting
and features. Fields requests for images requested by media and for film
crews requesting shootings in the visitor facility and VOA. Works with
Public Affairs staff to coordinate special events, including seminars
and press conferences sponsored by VOA. Serves as liaison for VOA with
the Department of State and its program agencies for International
Visitors and other foreign officials, students, and guests who wish to
visit VOA.
The incumbent will coordinate, schedule and lead VOA Studio Tours;
recruit
volunteer tour guides from among IBB and VOA employees; and train guides
to
ensure the consistent oral and visual quality and appeal of the
visitors
experience. The incumbent will also manage the online scheduling and
ticketing system for the Studio Tour and manage the media contact
database of the Office of Public Affairs.
QUALIFICATION REQUIREMENTS:
GRADE SPECIALIZED EXPERIENCE
GS-12 1 year equivalent to the next lower grade level
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the
particular knowledge, skills, and abilities to perform successfully the
duties of the position, and that is typically in or related to the work
of the position to be filled. To be creditable, specialized experience
must have been equivalent to at least the next lower grade level in the
normal line of progression for the occupation in the organization.
DIRECTIONS FOR COMPLETING THE KSAS: Consider what in your background
indicates you possess each knowledge, skill or ability (KSA). Provide
clear, concise examples for each element and relate your experience to
the position for which you are applying. Use examples that show the
depth of knowledge, level, skill, or degree of ability you have. You may
refer to paid or volunteer work, education or training or any other
applicable experience.
KNOWLEDGE, SKILLS AND ABILITIES: Relative numerical values equate to a
total of 30 points.
1.Ability to prepare written materials using accepted media styles that
promote the VOA, its Studio Tour and public programs held in its
briefing room. (7)
2. Demonstrated excellence in written and oral communications to
establish
and maintain relationships with media contacts, special interest groups,
individuals and the public. (7)
3. Demonstrated skill in planning, organizing and coordinating special
events such as symposia and seminars, and public tours including
audiovisual
support, security, logistics, etc. (6)
4. Working knowledge and experience with layout and design concepts for
variety of print, broadcast, Internet and mass media outlets. (5)
5. Demonstrated skill in using computer applications such as Word,
Excel,
PowerPoint, Adobe Acrobat, database systems and online media resources.

most recent Performance Rating, and a copy of their most recent SF-50
noting current position, grade level and duty station.
4. STATUS CANDIDATES OR REINSTATEMENT ELIGIBLES: You MUST SUBMIT your

group and
promotion potential if any. To insure full consideration, status
candidates
should submit a copy of their most recent performance appraisal.
