Salary Range:       $107,550 - $162,100

MAJOR DUTIES:
The Chief of the Population Division (POP) is responsible for:  
developing, coordinating, and carrying out the
primary Federal Government program for providing information on the 
demographic and social characteristics
of the population; plans and directs a continuous research program into 
the needs for such data by the Federal
Government, state and local governments, business and industrial 
organizations, planning and welfare
organizations, and the social science community; directs the conduct of 
research to determine what new data are
needed to fill gaps in the overall government program for demographic 
statistics that describe trends that can
influence policy development needed to deal with short-range and 
long-range social problems (such as changes
in the volume and size of household formation, patterns of family 
composition, age structure, racial and ethnic
composition, childhood and old age dependence, suburbanization, and 
commuting patterns); and directs
research on the potential for collecting reliable data around the new 
or changed concepts and developing
suitable survey techniques.

The incumbent is responsible for applying the principles of Equal

QUALIFICATIONS REQUIRED:
Executive Core Qualifications and Professional and Technical 
Qualifications:  Applicants are required to
submit a separate statement addressing each of the Executive Core 
Qualifications (ECQs) and each of the
Professional and Technical Qualifications (PTQs).  A narrative 
description of 1-2 pages per ECQ and PTQ is
normally sufficient.   When addressing the ECQs and PTQs, statements 
that describe personal beliefs or
philosophies should be avoided.  Each response should include a brief 
summary of the applicant's executive
experience in relation to the specific ECQ and PTQ and specific 
examples of accomplishments.  Please review

Professional and Technical Qualifications:
1. 1530 Series- A degree that included 15 semester hours in statistics 
(or in mathematics and statistics, provided
at least 6 semester hours were in statistics), and 9 additional 
semester hours in one or more of the following:
physical, biological, or statistical sciences, medicine, education, or 
engineering; or in the social sciences
including demography, history, economics, social welfare, geography, 
international relations, social or cultural
anthropology, health sociology, political science, public 
administration, psychology, etc. OR a combination of
education and experience--courses as shown above, plus appropriate 
experience or additional education. That
experience should have included a full range of professional 
statistical work such as (a) sampling, (b) collecting,
computing, and analyzing statistical data, and (c) applying statistical 
techniques such as measurement of central
tendency, dispersion, skewness, sampling error, simple and multiple 
correlation, analysis of variance, and tests
of significance.  (List degree and/or course information only.)OR

1529 Series- A degree that included 24 semester hours of mathematics 
and statistics, of which at least 12
semester hours were in mathematics and 6 semester hours were in 
statistics OR a combination of education and
experience--at least 24 semester hours of mathematics and statistics, 
including at least 12 hours in mathematics
and 6 hours in statistics, plus appropriate experience or additional 
education.  Courses acceptable toward
meeting the mathematics course requirement above must have included at 
least four of the following:
differential calculus, integral calculus, advanced calculus, theory of 
equations, vector analysis, advanced
algebra, linear algebra, mathematical logic, differential equations, or 
any other advanced course in mathematics
for which one of these was a prerequisite.  Courses in mathematical 
statistics or probability theory with a
prerequisite of elementary calculus or more advanced courses will be 
accepted toward meeting the mathematics
requirements, with the provision that the same course cannot be counted 
toward both the mathematics and the
statistics requirement.  The experience offered in combination with 
educational courses should include evidence
of statistical work such as (a) sampling, (b) collecting, computing, 
and analyzing statistical data, and (c)
applying known statistical techniques to data such as measurement of 
central tendency, dispersion, skewness,
sampling error, simple and multiple correlation, analysis of variance, 
and tests of significance.  (List degree

2. Experience that provides sufficiently broad knowledge of statistical 
survey methodology, data collection
methodology, demographic estimation techniques, social science 
research, data capture, and computer
processing systems sufficient to manage the Census Bureau's Population 
Division programs.

3. Experience which has given knowledge of statistical needs of the 
broad range of data users including
government policy makers, other statistical agencies, such as the 
Bureau of Economic Analysis and the Bureau
of Labor Statistics, and private industry.

Background and/or Security Investigation required.

experience of the scope and quality sufficient to effectively carry out
