[PMAGList] New Regs for PMF program

Greetings!

I've gotten about a bazillion queries (well, really like 10, but anyway...) 
about the new regulations. So, here they are as a word file. As well, we 
will post them shortly on our web page.

Here's our primary findings:

1. Creates Senior PMF, and describes program, in VERY general terms
2. Opens pay system for talented PMF, allows OPM to set the number of finalists
3. PMF and Senior PMFs must be evaluated by Executive Clearance Boards at 
their respective agencies to certify they have met program requirements.

We are reading the regs in detail, and are asking for you to do so as well. 
We'll be speaking to OPM and would like to know what you think.
